With reference to your confidential despatch of the 1st May, I have the honour to report that Hessrs. Wendt & CO.s
a local firm, have on behalf of the Asiatic Petroleum Co. applied for permission to send assisted migrants to Balikpapan in Dutch Borneo to work on the Company's oil-fields.

I enclose a copy of the proposed contract specifying the relations between the Company and the labourers. The conditions are in the main liberal, but Mr. Hallifax, the Secretary for Chinese Affairs, has in the interests of the emigrants suggested certain modifications in the Contract which should, I think, be conceded before permission to recruit the emigrants is granted. The modifications are set out in tha enclosed copy of a letter which the Colonial Secretary addressed to Messrs. Tendt & Co. who have recommended them to their
principals.

Assisted emigration from Hongkong to the Dutch Indies has hitherto been confined to Billiton and Banka. This emigration to Balikpapan is therefore a new departure, though assisted emigrants have, I understand, proceeded thither from the Straits Settlements. I am, therefore, unwilling to author- ise the innovation without consulting you, but I see no object- ion to allowing the migration to proceed provided the conses-
